Rogue landlords get hefty fines in council crackdown
Ashton Carter Properties and Qadir Hussain were both fined for an unlicensed HMO and for a breach of fire safety regulations in relation to 247 Park Street, Luton. The total fines, including the victim surcharges, were £7,170 for Ashton Carter and £4,382 for Mr Hussain.
Shooaib Rabbani Saeed was fined almost £1,000 for the breach of a prohibition order which prevented him from using the attic at 55 New Bedford Road as living accommodation; he also accepted a caution for operating an HMO without the necessary licence.

Hide AdCllr Tom Shaw, Portfolio Holder for Housing, said: “We will not tolerate landlords who rent properties which fail to meet standards. The Council has a commitment to ensure that private landlords in Luton do not take financial advantage of vulnerable tenants and put their lives at risk. We will not hesitate to prosecute landlords who show a disregard for the law and their responsibilities towards occupants.”
